Tom Russell is the director of the new 16M Energy Frontier Research Center (EFRC) for "Polymer Based Materials for Harvesting Solar Energy (PHaSE).

PHaSE was created with funding from the U.S. Department of Energy Office of Basic Energy Sciences, with support from the American Recovery and Reinvestment Act of 2009.
