It is easier for a thin film to bend rather than stretch.  Placing a film in pure tension will cause it to wrinkle out of plane.  In this video a thin polymer film is floating on water and then picked up by a spherical probe from beneath it.  This applies a tension, causing it to wrinkle radially.  At a critical strain, the wrinkles collapse
into discrete folds.
